The Finance Director is appointed by the City Manager and assists in the preparation of the annual budget, and prepares budget reports and amendments. The Finance Director prepares and balances tax rolls, prints tax bills and collects and balances payments to the various governmental units.
The Finance Director oversees accounting functions and front office activities related to finance and treasury. The Finance Director collects taxes, maintains general ledger and related accounting records and ensures proper reporting of all financial matters.

City, Village, and Township Revenue Sharing and County Incentive Program
The City of Cedar Springs actively participates in Michigan’s City, Village and Township Revenue Sharing Program, formerly known as the Economic Vitality Incentive Program (EVIP). This program requires that the City fulfill requirements set by the state in the areas of Accountability and Transparency in order to receive CVTRS funding.

Local Government Retirement System Annual Report
In accordance with Public Act 202 of 2017 (Act 202), pension and retiree health care reports for retirement systems shall be electronically filed with the Michigan Department of Treasury (Treasury) no later than six months after the end of the local unit of government’s fiscal year. All local units of government that have a retirement system or retiree health care system must file their reports for their individual plan(s). All local units must have submitted their most recent audited financial statements to Treasury prior to (or concurrently with) the submission of the retirement system annual report.

Credit Card Payments
The City of Cedar Springs takes credit card payments at the front counter. We also accept credit card payments online at the City of Cedar Springs Database. Both options are safe and secure.
However, there is a convenience fee to pay by credit card. This fee does not go to the City; but rather to Point and Pay Electronic Payment Solutions for processing the payment. Normally a vendor would absorb the administration cost of credit card payments; but by law, the City is not allowed to absorb these costs or pass them onto the taxpayers as a whole. The City continues to accept cash and check at no additional charge.
Property tax processing fees are 3% of the total bill. Processing fees for water and sewer bills and other payments are $3.00 per $100.00.
